Synod Council October 24–26 in Odessa


ROCOR: Journal of the Hierarchical Council and Synod of 2017

The sessions of the Synod of Bishops of the Russian Orthodox Church Outside of Russia were held from 11/24 to 13/26 October, 2017 in Odessa, in the Synodal Mission.
In attendance: The Most Reverend Metropolitan Agafangel, First Hierarch and Chairman of the ROCA Bishops' Council; The Reverend: Archbishop George (Secretary), Bishop Athanasius, Bishop Nicholas, Bishop Anastassy, Bishop Kyrill, Bishop Nikon, Bishop Roman, Bishop Anfim and Bishop John. Bishop Gregory participated in the meetings of the Council on Skype. 
In attendance: Assistant to the Secretary of the Council, Archpriest Sergei Begashov.
JOURNAL №1
 They listened to the Chairman about the Agenda.
Resolved:  To adopt the agenda for the session of the Synod of Bishops in the following form: 
1. Report of the Chairman. 
2. Notifications of the Most Reverend Bishops on the state of affairs in the dioceses. 
3. Media, hardware and software, and ways to improve their tasks. 
4. Regarding the Bulgarian Synod. 
5. The request of the Bishop Melchizedek. 
6. The appeal from Croatia. 
7. About the Synodal house.
8. On the canonization of new saints in the ROCOR. 
9. Amendments to the text of the Statutes of the Russian Orthodox Church Outside of Russia. 
10. On the actions and statements of the banned from serving  Archbishops Andronik and Sophrony, and the clergymen and lay people supporting them. 
11. On the rite of completion of the Sacrament of Baptism.

Listened: To the Chairman regarding the recording of the meeting of the Bishops' Councils and Synods on the video medium. 
Resolved: To videotape the meetings of the Councils of Bishops and the Synods. 
JOURNAL №3
Listened: To the Chairman on the issue of joint meetings with the representatives of our fraternal Churches.
Resolved:  To encourage meetings of our representatives with the representatives of fraternal Churches for the  discussion of vital issues with the consent of the First Hierarch, and a subsequent report on them at the next upcoming Council or Synod.

Listened: To Bishop Athanasius about the state of affairs in his diocese.
Resolved: To bless, on the territory of the diocese under the jurisdiction of Bishop Athanasius, the transfer of the address of the metochion of the Georgian diocese from the village of Antonovo, Moscow region, to the address of the Holy Royal Martyrs and their faithful servants in Moscow, Salarievo, 15 Moskovskaya street. To remind the bishops of the inadmissibility of violating the borders of their dioceses. To accept the ordination of Alexander Khitrov. Outside the metochion, the priest Alexander Khitrov has the right to perform the  sacraments only with the blessing of the ruling bishop corresponding to the diocese.

Listened: To the Chairman about the need to implement  our Internet resources about the life of our Church within the different dioceses and parishes. 
Resolved:  For every bishop to establish a collection of information and to place it onto our website internet sobor. To entrust responsible persons from either the priesthood or lay people to send photos, video materials and written information about the life of the parishes.

 Listened: To archbishop George with information about the plenary session of the Bulgarian Synod in June of 2017. 
Resolved:  To approve the actions of our bishops who took part in the meeting of the Synod of the Bulgarian Church in June 2017.

Listened: To the Chairman who spoke of bishop Melchisedek’s appeal to receive him into communion. 
Resolved:  To leave the matter without consideration, due to his failure to appear at the Council.

Listened: To the Chairman regarding the appeal of a group of Croatian Orthodox. 
Resolved: To leave it without consideration because of their failure to appear at the Council. 
JOURNAL № 11
Listened: To the President concerning the Synodal House. 
Resolved: It was decided that bishop Athanasius will give a dismissal letter to Hieromonk Paul and the Metropolitan, in turn, to issue a decree apropos taking him under the direction of the First Hierarch. But within the boundaries of the New York Diocese, during the absence of the Metropolitan and while on the territory of the diocese of the administrator, Archpriest Vladimir Petrenko to be subordinate to the administrator.

Listened: To the President about the canonization of new saints in the ROCA. 
Resolved: To start studying and preparing materials for the canonization of our First Hierarchs, as well as for other representatives of the Church Abroad. To invite our parishes to serve panikhidas for our deceased First Hierarchs and all who served in the Church Abroad. To ask the remaining older members of the Church Abroad   to write down their memories and thoughts in connection with the possible canonization of the Saints of the Church Abroad.
JOURNAL № 13
Listened: To the President regarding the actions and statements of the banned from serving archbishops Andronik and Sophrony and the clergymen and laymen supporting them. 
Resolved: Together with the Greek fraternal bishops to  turn those who have broken away from the Church and to call them to reconciliation. To postpone the final decision regarding Archbishops Andronik and Sophrony until the next Bishops' Council.
JOURNAL № 14
Listened:  To the Chairman about making  amendments to the text of the Statutes of the Russian Orthodox Church Outside of Russia. 
Resolved: In connection with the particular importance of the proposed issue, to postpone its decision until  the next Synod (Council) for the possibility for the Bishops to make a more a  detailed study of this responsible document. Each bishop is entrusted with presenting his opinion in writing at the next Council.

Listened: To the Chairman about the "The Rite of completion of Holy Baptism." 
Resolved: Since the Orthodox Church recognizes Holy Baptism only by a three-time immersion, to offer "The Rite of Completion of Holy Baptism” with the introduced amendment: “IF HE/SHE IS NOT BAPTIZED, THE SERVANT OF GOD (NAME) IS BAPTIZED IN THE NAME OF THE FATHER, AMEN. AND OF THE SON, AMEN. AND OF THE HOLY SPIRIT, AMEN", for use in the Church.

Listened: To the Chairman’s  proposal for consideration the draft "Epistle to all the faithful children of the Russian Orthodox Church".
Resolved: To endorse the draft “Epistle to all faithful children of the Russian Orthodox Church", as amended. 
JOURNAL № 17
Listened: To the President about the unlawfulness of  the consecrations,  of any liturgical celebrations and any administrative decisions made within the schismatic group of the banned archbishops Andronik and Sophrony. 
Resolved: To consider unlawful the consecrations of bishops and other ordinations, and all the sacraments and administrative decisions already committed and that will be performed, because they are committed outside the Church. The hierarchical consecration of Abbot Andrew (Yerastov) is considered unlawful. 
JOURNAL № 18
Listened to the Chairman, reporting that a letter had been received from the Croatian Orthodox with their apologies for their non-arrival at the Council in connection with the illness of their Secretary. 
Resolved: To postpone the consideration of the question of the Croatian Church until the next Synod.

JOURNALS OF THE SESSIONS OF THE SYNOD OF BISHOPS OF THE RUSSIAN ORTHODOX CHURCH OUTSIDE OF RUSSIA
The session of the Synod of Bishops of the Russian Orthodox Church Outside of Russia was held on 13/26 of October 2017 in Odessa, in the Synodal premises.
In attendance: members of the Council - Metropolitan Agafangel, Chairman of the Council of Bishops of ROCOR; The Right Reverend: Archbishop George (Secretary), Bishop Athanasius, Bishop Kyrill, Bishop Nikon. Bishop Gregory followed the proceedings of the sessions of the Synod and expressed his opinion on the Skype Internet program. 
Participating in the work of the Synod, were the Bishops who took part in the Council: Bishop Anastassy, Bishop Anfim, Bishop John, Bishop Nicholas, Bishop Roman.  Assistant to the Secretary of the Synod, Archpriest Sergei Begashov.

Resolved: To recommend to the ruling bishop- Bishop Kyrill, to make a decision regarding the issue of Hieromonk Joseph (Sukhov), the deadline being the next Synod.

Listened:  To Archbishop George about his recommendation to award the Priest Simeon Kaloyev with a gold medal cross. 
Resolved: to award Priest Simeon Kaloyev with a gold cross.

Listened: To Bishop Anfim regarding his recommendation to award Hegumen (Abbot) Damian (Vozian) with a decorated cross. 
Resolved:  To award a decorated cross to Hegumen Damian (Vozian).

Listened: to Bishop Anastassy’s recommendation to  award hieromonk Nicholas (Krasnikov) with a gold cross.
Resolved:  To award hieromonk Nicholas (Krasnikov) with a gold cross.

Listened: To the Chairman who produced a financial report. The report is attached. 
Resolved: To take note of it and to attach it to the documents of the Synod.

They discussed  which date the next Synod of Bishops will be. 

Resolved: The date of the next Synod of Bishops will be from 11 / 24 April -13 / 26 April 2018 in the Synodal office in Ukraine.
