Journals of the sessions of the Synod of Bishops April 11/24 - 13/26 2018
The sessions of the Synod of Bishops of the Russian Orthodox Church Outside of Russia were held from April 11/24 to April 13/26 2018 in Odessa, at the Synodal Mission.

Present:His Eminence Metropolitan AGAFANGEL (Chairman of the Synod), His Grace GEORGII, Archbishop of Chisinau and Moldavia (Secretary of the Synod), His Grace AFANASSY, Bishop of Vologda and Veliky Ustyug, His Grace KIRILL, Bishop of Voronezh and South Russia, and, by invitation, His Grace ANFIM, Bishop of Basarabia.

Members of the Synod Right Reverend GREGORII, Bishop of Saõ Paulo and South America, and His Grace, NIKON, Bishop of Ishim and Sibiria, took part in the work of the Synod on Skype.

Listened:To the Chairman regarding the deprivation of the rank of former priest Leonid Plyats.
Resolved:To bring to attention the situation regarding Leonid Georgievich Plyats, who blashemed the Holy Church and its saints, who denied Orthodoxy and left it for the old-believer ritualistic sect, noting that by his actions he trampled on the grace of the Holy Spirit, rejected the Baptism he received, and denied the sacred rank of the priesthood; and, as a result- he placed himself outside of the Church of Christ. The Synod of Bishops also confirms this, thus deciding to expel Leonid Plyats from the sacred rank of priesthood.

Listened:To the Chairman about the Synodal House, and about Mother Agapia's proposal in regards to moving the Synodal House to another address.
Resolved: To express our gratitude to Mother Agapia for her care concerning the fortification of our Church in the United States. At the same time, the issue of the sale of the Synodal House can not currently be put into consideration, as payments continue to be made for it, and an actual parish curretly exists there. In the case that there is no possibility of repaying the loan, we will be forced to return to the discussion of this issue.

Listened: to the Chairman regarding Arseny Moseykov's petition to to join the Russian Orthodox Church Abroad.
Resolved: To tell Arseniy Moseykov that we do not have free parishes and vacant posts. We can return to your question only after you have formulated some parishes or communities, and in the case of the continuation of their desire to seek application to join the ROCA, and of their desire to see you as their priest.

Resolved: To refuse the clergyman Melchizedek regarding his request, due to the fact that he avoids official meetings in every possible way that he can, and does not give the opportunity to verify the information he has provided.

Listened: to Bishop Athanasius, reporting on the receipt of questions from our flock regarding the chipping (the use of chips) of the population in the Russian Federation.
We decided to issue the following determination:We call upon our flock to refrain from introducing any electronic devices or chips into their bodies, which are capable to possibly influence the mental or physical state of a person, in order to manipulate and control him, cherishing God's gift of one's own free will and bearing in mind the words of the apostle: "What? know ye not that your body is the temple of the Holy Ghost which is in you, which ye have of God, and ye are not your own? For you are bought with a price: therefore glorify God in your body, and in your spirit, which are God's. " (1 Corinthians 6:19, 20 KJV).

MESSAGE • EPISTLE
Synod of Bishops to all faithful children of the Russian Orthodox Church Outside of Russia

Christ is Risen!
Having gathered together on these Paschal days in the blessed city of Odessa, the Synod of Bishops congratulates its flock with the Feast of the Resurrection of Christ! May this greatest event of all times help to strengthen us on the sorrowful path of the carrying of the truth of Christ, in the midst of the numerous modern departures and apostasy!
Thanks be to God,- by God's mercy, the true Orthodox faith is open to us, as is the Church that contains this truth. We have everything that is necessary for our salvation, and our task consists in bringing this truth into our souls and hearts before the Last Judgment of God.
Christ strengthens all of us through His mercy and grace, as do the prayers of His Most Pure Mother and the Saints. We must vigilantly and diligently pray for each other during these evil and sorrowful times. The Church of Christ is one and universal, and the genuine Church must testify before the world regarding the truth, including the reality of its unity. The fortification of its unity directly depends on each member of the Church. Therefore, we will serve Christ, strengthening the unity of the Church founded by Him, whilst praying ceaselessly for one another, and for our entire Church!
In fulfillment of this hope, we invite all of our parishes to include in the augmented litany, before the petition: "Again we pray for them that bring offerings ...", a petition for the fortification of the unity of the Church of Christ:
 "For the strengthening of the unity of Thy Holy Church, to destroy our pride and strengthen us in humility and love, that we may be one with Christ, as He is one with the Father and the Holy Spirit, we pray, hearken and have mercy."
May this good deed serve to the glory of God and for the benefit of the Church.

APPEAL
Synod of Bishops of the ROCA in 2018 on the danger of self-isolation

     In our apostasy time, unfortunately, the dangerous tendency of self-isolation of those who consider themselves to be in "true Orthodoxy" has spread widely.  If earlier, since Byzantium, the civil Orthodox authority, in the event of serious disagreements among Christians, could convoke church councils, and at these Councils, carefully considering all the arguments and arguments, come to a general council decision, which was mandatory for all, thanks to but now there is no such power, and it is impossible to resist the dispersion of Christians with the help of the state.

     On the contrary, the power of the theophany was doing exactly the opposite - making great efforts to divide the Church with the goal of its complete annihilation.  It was in the divisions that she saw one of the main ways of destroying the Church.  Now, these divisions often occur not with the help of power, but proceed, to a great extent, from within the Church itself.

     If before the catacombs made many efforts to find a legitimate bishop, since they were deeply Orthodox people, they understood that without the bishop there is no church, now our land is filled with impostors surrounded by deceived them and those who got used to ignorance and indifference.  Presenting itself as a "small herd", and the words of Christ: "I will build My Church and the gates of hell will not prevail against it" (Mt 16.18), applying exclusively to themselves and to their present state, they do not think at all about what might happen to them tomorrow.

     Much to our regret, the path of such groups is one - first, spiritual marginalization, finally turning them into a sect, and then diminishing and extinction.  Already, we can name a few almost extinct groups from among those who considered themselves to be the "continuation" of the ROCOR.  Similar to the catacombs, but they were linked by external circumstances, and they are not guilty of what happened.  It is impossible to justify modern "zealots" who are arranging ever new and new schisms in the Church.  Modern Russian "true jurisdictions," or "standing for truth," are in the stage of physical extinction, most of them do not even have a chance of having the next generation of their followers.  We appeal not to those who adhere to the most extreme views, unfortunately, it is impossible to reach them.  We appeal to those of whom the Savior spoke: "He that hath ears to hear, let him hear." (Mt. 11.15).  We hope that there are still many such among the scattered Christians around the world.

     Our Synod of Bishops, like the Synod of the Greek CPI, constantly made and makes efforts to overcome schisms.  And today we call on all those who walk their paths on the off-road, or swim on their own, as they say, from the "broken church ship," to enter into negotiations to find out the possibility of overcoming the church division.  This is the only way that will allow us to jointly strengthen our Church and transmit the good news of salvation to many more people.  In a spiritual union with the Greek, Romanian and Bulgarian Old Calendarist Churches, this is feasible.  The Church does not need us, but we need to stay in the bosom of the One Holy, Catholic and Apostolic Church.

     Today, the only unifying force is the fear of God and the Christian conscience.  Therefore, our Synod of Bishops again calls upon all Orthodox Christians to unite around the true confession of the Orthodox faith, the ordained bishops, the living Orthodox tradition, the keeper of which was the Russian Orthodox Church Outside of Russia, the sacred sacraments they contain, the most important of which is the Sacrament of the Body and Blood of Christ.  Unite around Christ - the only Savior of the One Church.

It is apparent that our Holy Synod considers the Mountain View schismatics to still be a part of us. Still hoping for their return. Truly this is the worst schism ever. Lord, let our hope not be in vain...
